Board Members

Nancy Mitchell

Board Chair, Nancy Mitchell.Ms. Mitchell is a proven financial specialist, based on her work experience, activities, skills and educational background. Currently, she is an owner, operator or stockholder with four separate companies with responsibilities ranging from financial accounting to tax preparations.  Her experience spans more than 30 years with accounting firms and various businesses. The Corbin native is a Summa Cum Laude graduate with accounting and business degrees from Union College, Ky.  and a graduate of Corbin High School. Her community involvement includes stints as a Corbin city commissioner. Mitchell has served on several boards including Corbin Kiwanis, Kentucky Chamber of Commerce, Cumberland Valley Area Development Board, Southeastern Kentucky Rehabilitation and Kentucky Communities Equal Opportunity Council. Mitchell is married with two daughters and four grandchildren.

Randall Phillips

Board member Randall Phillips.Mr. Phillips was appointed in July 2004 and is currently serving in his first term as a board member. He attended Campbellsville University and is a graduate of the Bowling Green College of Commerce. Phillips has served as a communication consultant for General Telephone and Electronics, a director of purchasing for the Kentucky Department of Parks and the Taylor County Clerk for 25 years. As Taylor County clerk, he was appointed secretary to the Taylor County Board of Tax Appeals. His community involvement includes being secretary of the Elkhorn Lodge #568 and member of the Campbellsville Baptist Church. Phillips is married to the former Patricia Kearnes. They are the proud parents of two children and three grandchildren.

Marcus Carey

Board member Marcus Carey.Mr. Carey is a successful attorney who has represented thousands of individuals and businesses over the last 24 years. He is a frequent statewide lecturer on the topics of ethics and professionalism, drawing upon his experience as chairman of the Northern Kentucky Bar Association Professionalism and Public Relations committee, chairman of the Kentucky Bar Association Unauthorized Practice of Law committee, chairman of the Northern Kentucky Municipal Ethics Authority Enforcement committee and service as a member of the Kentucky Bar Association Ethics and Ethics Hotline committees. He has also served as adjunct professor of ethics at Chase College of Law. Born and raised in Kenton County, Carey and his family have been living and farming in Owen County since 1987, where he serves as a member of the Board of Directors of the Owen County Fair and annual sponsor of the American Cancer Society Relay for Life. Carey was city attorney for the city of Park Hills, Ky. for 16 years and chairman of the Board of Trustees of the Covington Ladies Home. He is an elder at Lakeside Presbyterian Church.  He is also the host of a weekly talk radio show "The  Marcus Carey Perspective" that airs Sunday evenings on "News Talk 1160 AM WBOB" from Cincinnati.
